‘No, a Thousand Times No’: Greek Defense Minister on LCS Deal

Greek Defense Minister Nikos Dendias was particularly critical of the letter from U.S. Secretary of State Antony Blinken, which referenced a number of weapon systems, vehicles, and warships the U.S. intends to provide to Greece. Dendias expressed his concerns on December 14, 2024 during his speech in the Hellenic Parliament on the draft bill for the “Ratification of the State Budget for the Fiscal Year 2025”. Responding to questions from Parliamentary Representatives of the Parties, the Minister of National Defense made notable remarks regarding the United States and the Blinken letter. He also emphasized the unsuitability of the proposed LCS vessels (Freedom Class) for the Hellenic Navy. My story for Naval News, here.

Israel Launches Reshef-class Corvette Program

Israel's Ministry of Defense today inked the contract to start the Reshef-class corvette program. Five vessels are being procured for the Israeli Navy. They will be built locally by Israel Shipyards but some hull modules will be fabricated overseas by a U.S. shipbuilder. After more than 20 years, the Israeli Ministry of Defense and the IDF are resuming the production of combat ships in Israel. Today, December 12, 2024, the Director General of the Ministry of Defense, Maj. Gen. (ret.) Eyal Zamir, signed the “Reshef” deal in a small ceremony at HaKirya, Tel Aviv, attended by the Navy Commander, Maj. Gen. David Salama, Deputy Director General and Head of the Defense Procurement Directorate (DOPP), Zeev Landau, Head of the Planning and Force-Build-up Directorate of the IDF, Maj. Gen. Eyal Harel, Chairman of Israel Shipyards, Sami Katsav, CEO of Israel Shipyards, Eitan Zucker, Head of the Finance Division, CPA Dekel Cohen, and other senior officials. French Navy’s New OPV (Patrouilleur Hauturier) Showcased at Euronaval 2024

At the Euronaval 2024 exhibition in Paris, the DGA showcased the new generation of offshore patrol vessels (Patrouilleur Hauturier, PH), previously known as PO (ocean patrol vessels), for the French Navy.  The "Patrouilleurs Hauturiers" program will deliver 7+3 ships by 2035 to replace older units and significantly upgrade the Marine Nationale's capabilities. Specifically, the new offshore patrol vessels (OPVs) are designed to carry out missions currently performed by the six ageing D’Estienne d’Orves/A69 type (formerly light frigates and then reclassed as patrol vessels) high-seas patrol vessels (PHM) based in Brest and Toulon as well as the three Flamant-class (OPV 54) public service patrol boats (PSP) in Cherbourg: support for deterrence, maritime security, evacuation, protection, escort and intervention within the framework of State action at sea and deployment in France’s areas of interest. To carry out this wide range of missions, the new ships will have larger size and superior operational capabilities compared to the vessels they replace, owing to their advanced equipment and design features. Naval Group Makes Progress with its Revolutionary MPLS CIWS

At Euronaval 2024, Naval Group shared the latest with its "Multi-purpose and Modular Launching System" (MPLS), a RAM-like close-in weapon system (CIWS) which takes the concept a step further: By being Multi-purpose and Modular, the launcher brings revolutionary capabilities and is particularly relevant in today's context. First introduced at the Naval Innovation Days (NID) a year ago, Naval Group’s MPLS marks a significant technological advancement. The launcher is being developed in partnership with experts from the French Navy and the French defense procurement agency (DGA), in order to offer 100% user-centered innovation and to meet the new operational challenges of navies and their budgetary constraints. It involves several ammunition partners (such as KNDS and Thales) and suggests other future collaborations for next generation ammunition. My story for Naval News, here.

Greece’s Second FDI Frigate Receives PSIM Integrated Mast

The hull of the second Greek FDI HN frigate, Nearchos (F602), was floated out of the dry dock on September 19, 2024. The innovative integrated mast PSIM (Panoramic Sensor & Intelligence Module) was fitted on the frigate today, October 23, 2024. Approximately a month after the technical launch of the second Greek FDI HN frigate Nearchos (F602) from its dry dock at the Naval Group shipyards in Lorient, France, the final structural component—the PSIM integrated mast—was installed today on the ship. This mast, along with the inverted bow, is a key characteristic of the FDI design. The Naval Group’s mast is a separate module, manufactured independently of the hull and well in advance of sea trials. It can be powered up, tested, or even used for training purposes while still onshore. Weighing 150 tonnes and standing 42 meters tall, the integrated steel mast, known as the Panoramic Sensors and Intelligence Module (PSIM), incorporates the ship’s Command Information Center (CIC) with the latest version of the SETIS Combat Management System (CMS), a planning room for mission command staff during flagship operations, and one of the two digital data processing centers (the other is located aft in the hull for survivability). On Board Kimon: Greece’s First FDI Frigate

On Friday, October 4, 2024, just three days before the first sea trials of the first FDI for the French Navy, Amiral Ronar’ch (D660), and the last day of the Euronaval 2024 Press Tour organized by GICAN, Naval News had the opportunity to board the first of three Greek FDI-type frigates under-construction, Kimon (F-601), which is in the final stages of completion at Naval Group’s shipard in Lorient, France. The acquisition of the new FDI HN frigates will mark a milestone as after about three decades, since the four Hydra-class (MEKO 200HN) frigates entered service, Greece will finally acquire modern main surface units. My story for Naval News, here. 

Greece Initiates Talks for 4th FDI HN Frigate and Cruise Missiles

During his visit to Naval Group’s Lorient shipyard on September 19, 2024, for the launching ceremony of the Hellenic Navy (HN)’s second FDI HN frigate ‘Nearchos‘ (F602), Greek Minister of Defence Nikos Dendias announced that Greece will enter negotiations to purchase a fourth FDI HN frigate and to equip a number of them with naval cruise missiles (NCM). The intention to purchase a fourth frigate by Greece reflects not only the satisfaction of the Navy’s leadership with the progress in the construction and capabilities of the new frigates but also the government’s confidence in the FDI program. Greek Shipyard Delivers Blocks for France’s Second FDI

On July 13, 2024, the Salamis Shipyards delivered five (5) pre-equipped blocks of the second (and fifth in the production series) French Navy defence and intervention frigate (FDI) (Admiral Louzeau). These blocks were constructed at the Salamis Shipyards in Salamis, Greece, and are already en route from Greece to the Naval Group’s shipyard in Lorient, France, where they will undergo the next steps in the frigate’s construction. For the first time in history, a Greek shipyard is participating in the construction of a high-tech warship for the naval fleet of another country, specifically France, through the FDI program. Centaur: The New Combat-proven C-UAS system by Hellenic Aerospace Industry

Videos and reports about a Greek warship that has effectively protected commercial ships in the Red Sea area, as part of the EUNAVFOR ASPIDES, are flooding the press and social media this month. This warship is none other than the Hellenic Navy Hydra-class (MEKO 200HN) frigate Psara, which, despite its age and condition (having undergone only minimal upgrades or changes), seems to meet threats without even using a single one of its valuable and expensive RIM-162 ESSM Block 1 surface-to-air missiles (SAM) (Hydra-class frigates carry 16 x ESSM in their Mk48 Mod 5 VLS), relying only on its Mk45 Mod2A 127mm gun and a Counter Unmanned Aerial Systems (C-UAS) system installed shortly before departure. The recently revealed system is called Centaur, a product of Greek design and development, specifically by Greece’s largest state defense industry, the Hellenic Aerospace Industry (HAI), which developed it with its own resources. My story for Naval News, here.

Hellenic Navy Conducts Massive Live Missile Firings

On July 2nd and 3rd, 2024, the Hellenic Navy conducted a series of live missile firings, launching nine (9) missiles of five (5) different types, encompassing all the ship-launched guided missiles in its inventory. Notably, certain missile systems, such as HARPOON anti-ship missiles, were used for the first time in 25 years. The last instance was in the autumn of 1999 when the frigate Hydra participated in the NATO exercise BRIGHT STAR, focused on the Eastern Mediterranean. My story for Naval News, here.

Hellenic Navy commissions general-support ship for special operations

The Hellenic Navy commissioned its first general-support ship for special operations, Perseas (ex- VikingVision ), during a ceremony held at Salamis Naval Base on 11 June. The new eyes of the Hellenic Coast Guard: Miltech Hellas SUR-20LRM and SUR-400HSM

This article discusses the latest development in electronic equipment installed on Hellenic Coast Guard (HCG) patrol vessels. We will describe two new systems from Miltech Hellas, a Greek company renowned for equipping various Hellenic Navy (HN) and HCG ships and vessels with platform mounted electro-optical sensors, namely the TDR-10 (4 systems), TDR-10A (15 systems) and TDR-HR-300 (3 systems). For detailed information on which ships are equipped with each system, please refer to the links provided. The new sensors which are described in this article are the SUR-20LR, and the SUR-400HSM; both currently equip more than 50 vessels of the HCG, and all designed and produced by Miltech Hellas.

New Information Unveiled on the Greek MEKO 200 Frigate Upgrade Program

On May 23, 2024, at CNE 2024, a Navy Leaders Conference, Commodore Panagiotis Karavas, Deputy Director of the Armaments Directorate for the Hellenic Navy (HN), revealed new details for the imminent modernization of the Hellenic Navy’s surface fleet. Naval News attended his briefing and described the six objectives of the Fleet’s renewal: FDI Frigates, Corvettes, Constellation-class frigates, Hydra (MEKO 200 HN) upgrade program, fast attack missile craft (FACM), patrol boats, and special operations craft (SOC). In this article, we will delve into the upgrade program for the MEKO frigates, precisely describing what the HN plans to do with the equipment of these ships, specifically regarding the mission systems (weapon systems, combat management system, communications and sensors) and platform systems (propulsion and auxiliary). MLU for OPV Arkoi of the Hellenic Coast Guard

The sole Europatrol 250 Mk1 offshore patrol vessel (OPV) Arkoi of the Hellenic Coast Guard (HCG) was ordered in 1993 and delivered in November 1994, initially serving the Financial and Economic Crime Unit (SDOE) as A/L 50. In 2002, the vessel was transferred to the HCG and renamed HCG 050 Arkoi. The boat experienced severe technical problems due to the SDOE's inability to fully utilize and maintain it, resulting in long periods of immobility and limited use. Similarly, in HGC service, Arkoi was quickly immobilized and remained out of service for about ten years, mainly due to the difficulties in repairing the main engines and reducers. In 2014-15, the Greek shipowners Panos and Thanasis Laskaridis, oversaw the complete repair, maintenance, and reactivation of the Arkoi. The refurbishment was completed in December 2015, arriving at a critical time as the 300-ton patrol ship had been laid up for ten years. It was intended to operate primarily in the Eastern Aegean, where the HCG faced significant pressures from refugee and migrant flows.

On May 23, 2024, at the Combined Naval Event (CNE) 2024, in Farnborough, UK, a Navy Leaders Conference, Commodore Panagiotis Karavas, Deputy Director of the Armaments Directorate for the Hellenic Navy (HN), revealed new details for the imminent modernization of the Hellenic Navy’s surface fleet. Following closely the efforts of the Hellenic Navy (HN) in recent years, after a period of inactivity due to the country's economic situation, we understand the difficulties this endeavor faces, with the main obstacle being cost. The author's perspective on resolving this challenging situation has remained consistent through social media channels. The main idea is that the Navy should focus on procuring surface units of adequate size, such as frigates, with equipment that meets the Navy's requirements as outlined in the informal competition of the corvette acquisition program. Moreover, this equipment should be offered by companies participating in the program. At the very least, it should be similar in quality. 

Thus, the Navy, with a larger-sized vessel instead of a corvette, can benefit from the relatively low cost of size increase. This is because the small value of the hull of the warship is mainly burdened by equipment, such as sensors, armament, and other equipment. Consequently, a larger vessel could offer all the advantages in terms of survival, operational range, autonomy, personnel comfort, and, of course, the development potential that a larger vessel offers.

Greece receives first MH-60R helicopters

Greece received the first Lockheed Martin MH-60R Seahawk maritime multi-mission helicopters on 20 March. The first three of seven helicopters for the Hellenic Navy (HN) were received by Hellenic Navy Aviation Command (HNAC) at Naval Fort Kotroni in Marathon during a ceremony which was attended by the Greek Prime Minister, Kyriakos Mitsotakis, and other senior Greek and US government and Greek military dignitaries. In this comprehensive post, I illustrate the equipment details of the Colombian Navy's new light frigate using graphical representations. Drawing from the latest insights sourced from infodefensa.com and with invaluable assistance from Erich Saumeth Cadavid, an esteemed analyst and correspondent at infodefensa, Janes, and Mönch, we delve into the evolving construction progress and specifications of this new design for the program Plataforma Estratégica de Superficie (PES). The design is based on the proven design of the SIGMA 10514 multi-mission light frigate/corvette of Damen that was successfully constructed in other non-Damen shipyards, and serves with the Navies of Mexico and Indonesia. According to the Colombian MoD, Colombia selected Damen Shipyards as the technological ally because it obtained the best conditions in terms of effectiveness, cost and risk for the joint development of the contractual design of the frigate in Colombia. The PES programme calls for the local construction of up to five (5) frigates to replace the Colombian Navy's four ageing Almirante Padilla-class (FS1500) frigates, and its two Pohang-class corvettes that were acquired from the Republic of Korea Navy. 

Greek frigate ‘Hydra’ enters Red Sea

The Hellenic Navy frigate Hydra (F-452), a MEKO 200HN type multi-mission frigate, has arrived in the Red Sea after passing through the Suez Canal on March 2, 2024. The Greek frigate Hydra is part of an EU naval group under the CDSP maritime security operation ASPIDES that aims to safeguard maritime security and ensure freedom of navigation, especially for merchant and commercial vessels, in the area where numerous Houthi attacks have targeted international commercial vessels since October 2023. Within its defensive mandate, the operation will provide maritime situational awareness, accompany vessels, and protect them against possible multi-domain attacks at sea. The Greek Minister of Defence Nikolaos Dendias has officially announced Greece's ambitious plan to construct seven Constellation-class frigates, showcasing the nation's commitment to bolstering its naval capabilities. The surprise announcement came shortly after a letter from US Secretary of State Antony Blinken to Greek Prime Minister Kyriakos Mitsotakis, approving the allocation of four (4) Freedom-class Littoral Combat Ships (LCS) to Greece as part of a comprehensive equipment package. The ambitious plan involves the construction of up to seven (7) state-of-the-art Constellation-class (FFG-62) frigates in Greece for the Hellenic Navy (HN). My story for Naval News, here.

Greece closer than ever to procure LCS from the U.S.

The recent letter from the US Secretary of State Antony Blinken to Greek Prime Minister Kyriakos Mitsotakis regarding the allocation of four Freedom-class LCS (Littoral Combat Ships) to Greece, within the framework of a large-scale equipment package that includes a plethora of systems to enhance or modernize all branches of the Hellenic Armed Forces, confirms in its entirety the longstanding rumors of Greece’s interest in acquiring LCS. Numerous reports, statements from Greek public figures, defense journalists, and the leadership of the Hellenic Navy (HN) indicated that Greece was actively considering the acquisition of LCS following their retirement from the US Navy. Note that the US Navy plans to retire a large number of the vessels of the class years ahead of the expected end of their service lives, ships which are extremely young by any standards and cost billions to build. In April 2023, the Armaments Committee of the Greek Parliament has approved the implementation of a +€600 million modernization program (platform and mission systems) for the four Hydra-class (MEKO 200HN) frigates in order to extend their life by another 15-20 years. The program will be carried out by the consortium of TKMS and Thales (Thales Nederland) which were selected as the Original Equipment Manufacturers (OEM), at a Greek shipyard which the consortium will select. The upgrade program which is referred as “Capability Upgrade” and not MLU indicating a less extensive work, was expected to begin in 2024 and to last 7 years. Note that the overall Hydra capability upgrade program consists of a number of separate sub-programs such as the acquisition and integration of ESSM Block 2 SAM, the upgrade, overhaul and/or replacement of the engines (part of it has been already executed), the upgrade or overhaul of the mission and platform systems (the program that will be executed by TKMS and Thales), the upgrade of Phalanx CIWS to the latest configuration Block 1B Baseline 2 and the upgrade of the Mk45 main gun system.Other sub-programs might be also carried out such as the installation of two RWS, L-ESM system, R-ECM or C-UAV suite, and so on. There are indications that not all ships of the class will undergo upgrades; instead, a select 2-3 vessels may receive more extensive enhancements, while the remaining ship(s) will leverage spare parts sourced from the upgraded ones. New French Navy OPV to Feature Integrated C-UAS System

In November 2023, Naval Group released a rendering of the new 2,400-ton offshore patrol vessel (OPV) class (7+3 vessels) to be in service by 2035 as part of the “Patrouilleurs Hauturiers” program (formerly known as Patrouilleurs Océaniques) for the French Navy (Marine Nationale). The new ships will replace the venerable D’Estienne d’Orves class (A69) and the Flamant class. The design showcases a kind of integrated round antennas distributed along the ship’s superstructure, with one antenna positioned on each side. Many observers questioned the specific purpose of this suite of antennas. Some days later, more information about the system surface during a French-Greek Security Workshop held in December 2023 in Athens, an event which the author attended following an invitation from GICAN.
